Summary: What happens next?

Goddess Athena
renames them Eumenides,
offers them red robes, a shrine.

Deep in their new home
under the earth of Athens,
the Furies mutter and growl.

I might be reading it wrong, but to me, it seems that a red robe and a shrine can disguise a pretty effective cage.

I think that's Athena's intention, but I also think the Furies are not ultimately contained by it. *nods*
